To better implement the support policies of Jilin Provincial Party Committee, Provincial Government, and Changchun Municipal Party Committee for Jilin Dongchi New Energy Technology Co., Ltd. (hereinafter referred to as "Dongchi Energy"), and to gain deeper insights into the company's development, Huang Xianyu, Member of the Standing Committee of the Changchun Municipal Party Committee and Vice Mayor, led a delegation to visit Guansheng Dongchi (the joint venture between Dongchi Energy and Guansheng Group) in Wenzhou on February 19, 2025. The delegation also conducted research in Hangzhou to promote cross-regional collaboration in technological innovation and strengthen cooperative exchanges.

The delegation first inspected the construction site of Guansheng Dongchi's factory, observing the progress of the engineering project. They then visited Guansheng Group's exhibition hall to learn about the company's development history and operational status in detail.

During the visit, Chen Qi'an, General Manager of Guansheng Dongchi, introduced the company's mission, product categories, technical patents, application scenarios, smart factory plans, production capacity planning, partners, and project cases. Ni Zhenzhen, Administrative Director of Guansheng Group, and Li Chang, Chairman of Guansheng Dongchi, elaborated on Guansheng Group's product portfolio, market strategy, industry standing, R&D capabilities, management systems, philanthropic initiatives, and corporate culture.

At the symposium, Huang Xianyu expressed particular interest in Guansheng Dongchi's applications in rail transit, asking, "In which fields is your energy storage technology applied?" and "Does it have applications in rail transportation?"

In response to global sustainability goals, Guansheng Group and Dongchi Energy signed a cooperation agreement in December 2023. Their joint venture, Guansheng Dongchi, was officially established in January 2024. The company focuses on solid-state and semi-solid-state batteries as core products, balancing safety and long cycle life to provide comprehensive energy storage solutions for energy storage and commercial vehicle applications. With advantages in cost-effectiveness, safety, and durability, its technology leads the solid-state battery industry. In April 2024, Guansheng Dongchi participated in the 16th Chongqing International Battery Technology Exhibition, where it held a new product launch that drew significant industry attention. The factory groundbreaking ceremony took place in May 2024 as a key municipal project in Wenzhou. By November 2024, the company had signed strategic cooperation agreements with CRRC Xi'an Co., Ltd. and CRRC Dalian Electric Traction R&D Center in the field of new energy solid-state batteries.

After listening to the company's presentation, Huang Xianyu encouraged Guansheng Dongchi to expand external collaborations, enhance government-enterprise partnerships, and elevate product and service value. He also emphasized the need to strengthen marketing efforts for energy storage products, broaden application fields, improve technological competitiveness, and drive the new energy industry toward greater specialization and scale.

The delegation included Xie Haiming, Chairman of Jilin Dongchi; Xiu Zhijun, Investment Director; Yu Baisheng, Director of Changchun Science and Technology Bureau; Fang Shuhua, Director of Changchun Industry and Information Technology Bureau; Tang Dapeng, Deputy Secretary and Director of the China-Korea (Changchun) International Cooperation Demonstration Zone; and Zhang Xiao, General Manager of Changchun Equity Investment Fund Management Co., Ltd.

This visit not only deepened the Changchun municipal government's understanding of Dongchi Energy and its joint ventures but also laid a solid foundation for future collaboration. The municipal government will continue to leverage policy guidance and service guarantees to promote high-quality development in the new energy sector, contributing to the comprehensive revitalization of Jilin's economy and society.
